The Hai Phong City People's Committee has issued a plan to improve its Provincial Competitiveness Index (PCI) in 2021-2022 and give its business and investment environment a boost. The northern port city will focus on improving three major components of the PCI: transparency, business support services, and human resources training.

According to the PCI 2020 survey results of the Vietnam Chamber of Commerce and Industry (VCCI) and the United States Agency for International Development (USAID), Hai Phong city ranked 7th out of 63 provinces and cities and 2nd November. provinces and cities in the Red River Delta reached 69.27 points, up 0.54 points and up 3 ranks compared to 2019. This is the third time Hai Phong has been ranked in the top 10 provinces and cities with economic management quality. good.

Of the 10 component stats, there are 6 increased stats. Market entry index increased by 0.20 points, time costs increased 1.8 points, informal costs increased 0.52 points, fair competition increased 0.38 points, local government dynamism increased. 0.84 points, legal institutions and security and order increased by 0.62 points.

However, Hai Phong also had 4 declining indexes, including land access index down 0.72 points, transparency down 0.4 points, business support services down 0.17 points and finally mining. labor creation decreased by 0.13 points.

With the aim of maintaining the PCI ranking position of Hai Phong city in the group of 10 leading provinces and cities nationwide and in the group of localities with good economic management quality with PCI scores of 70 points or higher, Hai Phong City People's Committee has issued a plan to improve the PCI index in 2021-2022 with many important contents.

In particular, Hai Phong will focus on improving strongly on 3 components that have a large weight in the PCI index but lose points in 2020, including: Transparency index (20%), Service index business support (20%), labor training index (20%).

The city also sets a goal to strive for 10 component indexes in 2021 such as the market entry cost index ranked from 35th position or higher; the land access index ranks from position 40 and above and the transparency index ranks from position 26 and above...

In particular, significantly improved scores for 3 indicators in the time cost index, including friendly officials and employees, businesses do not have to travel many times to complete simple paperwork and procedures. , in 2021, the ranking position will be increased by 5-10 steps.

Accordingly, the City People's Committee requested to speed up the reform of administrative procedures, simplify paper procedures, promote the use of public postal services; maximum application of information technology in solving problems. Strengthening the provision of level 4 online public services and non-cash payments; urgently integrate more online public services into the National Public Service. Implement many models to support people and businesses to be practical and effective, avoiding formal implementation and running after achievements.

The plan also provides 10 groups of tasks and solutions for departments, branches, units and localities to implement related to the component indicators in PCI. 

The City People's Committee assigned the Department of Planning and Investment to assume the prime responsibility for, and organize the supervision of, the implementation of this Plan at the Departments, departments, branches, People's Committees of districts and units. Every year, the organization goes to learn, learn from experiences in a number of localities ranked high on the PCI index to propose solutions to improve the city's general business and investment environment.
